1.8.4 Problem with AVC DVR files

When cutting off segments of the video file, At the playback of the edited video, frames jump back and forth for a moment at the cuts, These are PVR files recorded from satellite, they have .trp extension but that's not the problem here is the specs of the uploaded sample:

We tried many times in MPC HC and did not see the problem on our end yet. So what is your video player?
