which bitrate is used after cutting by no keyframes?

Hi,

if video parts must be re-encoded at no keyframes at which bit rate this is done? If the bit rate depending on the video resolution? Has it always a fixed value?
I'm testing the Smart Cutter and am satisfied so far. But It is very unfortunate that he just crashes at UHD / 4K videos.

all UHD / 4k Testvideos. Sometime Smartcutter chrahes during cutting, sometimes during winding videos in preview monitor.

Can you please answer my first question with the bitrate in my first post?
