Smart Cutter - issue with first/last frames of cuts

I use Smart Cutter to cut out clips from MPEG2 TS files but I've noticed that for all these new videos that I cut out, during playback the first few frames (usually 3) and the very last frame are always distorted (pixelated). Is this supposed to happen and why is it happening?

It should not be.
What is the actual video format in the MPEG2 TS? Is it MPEG2 video or H.264/AVCHD video?
And what is your video player to show the problem? VLC, MPC HC, or WMP?
Could you please tell us the type of your OS, is it XP, WIN7 / 8 / 10?

Thanks for the reply!

These are MPEG (Version 2) Videos
I'm currently using WIN7 and I'm using MPC-HC to playback these videos and since the first 3 frames go by so quickly, I only notice it when I pause the video and start from the very beginning again, as well as the very last frame when the video stops.
When I try to use VLC to playback the videos, it does something similar but it freezes (jitters) and distorts for the first few frames.

These 1440x1080 MPEG-TS videos are Interlaced though if that could be the cause of it.

Could you please upload a original video sample showing the problem to our ftp server for a test?

It would be better if the sample file size is less than 50 MB.

If you can not find small sample, use this simple tool to split your movie file into small pieces, and upload any one of them.

before uploading sample, please create sub-directory with your name under the root, then upload sample to this sub-directory.

FULL priviliged --- mkdir, read, write, remove
Will be helpful to limit the sample file size under 50MB.
