Green Glitch appearance

Hello!
I don't know how exactly how to name this error, but appears like green dots at the biginning of the file edited with Smart Cutter. It appears when i cut H.264 AVCHD video files. I tried to use Stream Fix, but it doesn't help. I use the latest version. Is there anything i haven't tried or is there a issue that needs to be sloved? Below I am providing you a picture that shows an error, unedited video file and edited sample, where (at beginning) error appears.
