I get +7000 kb bitrate of an 1000 kb bitrate source file.
I would like to keep the same video quality rather than sacrifice disk space.
Also smartcutter force closes regularly

Yes indeed the file was small.
I asume it has to do with gop sizes?

When the input file is small, Smart Cutter has no enough room to do rate control while generating the output file.
It has nothing to to with GOP size, but is related to container structure.
Maybe you could try it on some larger files?
