Keyboard shortcuts –
J – plays video backwards (perhaps pressing J again doubles the speed)
K – stops/pause
L – plays video forward (perhaps pressing K again doubles the speed)
*This helps to make scrolling forward and backward easy and simple
C – Cut and at the curser point, then you could have a slider to adjust the in and out points. This way you just go through the video to find basic cut points then fine tune for the end of one segment and the start of the next. It is quick, easy to use and doesn’t make your program complicated.

Keep any of your other keystrokes, they are good, but I don’t find any using SHIFT or ALT working.

The thing about your program that I like is it is simple, keep it that way. However, it is all about the details, like:
Clean up the out of sync issue during playback (sometimes). This should never occur.
Clean up the jittery stutter during playback (sometimes) or pixelation issues at the start or end of the new clip (segment) sometimes.
If you have several in and out points on a single file, allow batch to make a single file for all and individual files for each new segment instead of one at a time.
