World's first frame accurate H.264 AVCHD cutter without re-encoding!

Thanks for the reply! These are MPEG (Version 2) Videos I'm currently using WIN7 and I'm using MPC-HC to playback these videos and since the first 3 frames go by so quickly, I only notice it when I pause the video and start from the very beginning again, as well as the very last frame when the video...

I use Smart Cutter to cut out clips from MPEG2 TS files but I've noticed that for all these new videos that I cut out, during playback the first few frames (usually 3) and the very last frame are always distorted (pixelated). Is this supposed to happen and why is it happening?
